As part of the Defence Readiness Omnibus, the Council of the EU adopted rules last month requiring member states to publish three new General Transfer Licenses (GTLs): for EU-funded projects, structured industrial partnerships and certified suppliers and recipients. Only the EU-funded license must cover all defense products; for the others, member states still choose whether finished drones qualify. That means Dutch makers like DeltaQuad may still need individual licenses, which can take eight weeks or longer. Member states opposed the Commission’s proposed power to set minimum criteria that aimed to harmonize the rules.
Germany’s Helsing plans to start mass production of Contra, an AI-controlled air defense system meant to stop mass attacks by fast drones and cruise missiles. Its two new interceptors are in testing with mass production planned for the second half of 2027, and the software is in live trials with third-party radars and optical and acoustic sensors.
The founder of Estonian firm Alatyr Group says Europe must scale up production of faster interceptors that can catch jet-powered drones, which Russia now uses regularly in Ukraine. Alatyr’s P4P interceptor is in field testing to do just that.
