How Fast Track will work for Ukrainian military export
Today, the Cabinet of Ministers of Ukraine approved a resolution establishing a mechanism for the controlled export of Ukrainian weapons and defense technologies. It will remain in effect during martial law.
According to the decision:
Countries that have partnerships with Ukraine under the Drone Deal framework, an international agreement for the joint development of the defense industry, will be able to purchase Ukrainian weapons, defense technologies and work directly with Ukrainian manufacturers.
The export application review period for export permits is reduced from 90 to 30 days. In standard cases, export decisions will be made within this timeframe without the mandatory involvement of the Interagency Commission on Military-Technical Cooperation and Export Control Policy, which will only be involved in sensitive cases or when critical goods are involved.
The Ministry of Foreign Affairs will define the list of partner countries, while the Ministry of Defense and other authorized bodies will establish the list of goods prohibited for export.

While Ukraine navigates these news export laws, the needs of the Ukrainian Armed Forces remain a priority. Accordingly, manufacturers will only be allowed to export products when they are able to fulfill both domestic and export contracts.
“Transfers will take place without the alienation of intellectual property rights, and re-export or transfer to third parties will be possible only with Ukraine’s written consent,” Mykhailo Fedorov, MoD Minister stated. If products manufactured using Ukrainian technologies are exported to third countries, 20 percent of their value will go to the state budget, he added.
The minimum contract value for finished products is set at 15 million UAH — about $334,000. According to Yulia Svyrydenko, Ukraine’s Prime Minister, the minimum contract requirement does not apply to components.
