What the agreement includes
Ukraine and the United States have agreed to the export of Ukrainian drones to the U.S. for military testing.
This announcement has not yet been made officially, but The Arsenal’s sources confirmed this on Wednesday morning.
The agreement is a form of pre-Drone Deal which outlines intent to cooperate and outlines the framework for future collaboration, The Arsenal’s source said.
The news was initially reported by RFE/RL reporter Alex Raufoglu on Twitter.

The agreement for cooperation comes amid the Pentagon’s accelerated efforts to strengthen its own unmanned capabilities as part of the new Drone Dominance initiative.
This statement marks the first tangible step toward broader cooperation, which may include establishing an official export framework for Ukrainian ground, air, and maritime drones, as well as the joint production of Ukrainian-made combat drones on the territory of the United States.
Radio Free Europe/Radio Liberty reports that the agreement will allow the U.S. military to request specific Ukrainian drone platforms for testing and evaluation, rather than for operational deployment.
Also today, on July 22, the Ukrainian-British company UFORCE and the U.S. company Reconcraft signed a Letter of Intent on the joint production of Ukrainian naval Magura drones.
At the beginning of July, Ukraine approved a controlled export mechanism for weapons and defense technologies that will remain in force throughout the period of martial law. Read more about this in our earlier Newsflash.
